There’s a warrant out for the abductor’s arrest. Seems like custody dispute gone horribly wrong. She’s a transient in West Chester

UPDATE: they found the child, she is safe, and there's an arrest warrant out for the mom:

Looks like the abductor was seen at a bar/restaurant last night in Wrightsville. No mention of the child :(
