I don't know where my confusion came from. I thought someone had the ballot sent to a po box, but didn't receive it and someone claimed (maybe someone fished it out). My mistake for sure.

I think I conflated 2 situations.

No worries. I was like, yeah, that is what a po box is, but in, not in this context.
