Yes, I'm pretty sure they went cashless back in 2020 and never went back to it.

I think you were in Ohio where there are $3 tolls. We don’t have them, you would have remembered paying $40.

Why couldn't you just drive through? Pa tollbooths don't have anything keeping you from driving right through. They just have lights telling you to stop or go.

The machine reads your plate and bills you. So you're right you can drive right thru. Unless your brazen enough to remove your plate you'll get a bill(or the registered owner of the plate will).

Are you sure you aren’t thinking of the Ohio toll stations? You do have to stop there and pay cash.
