I have a similar situation in my family but I'm sure as hell not going to report it. In theory, it would be a good idea to keep somehow people from voting who are competently not able to do so, but how would that possibly be determined and enforced? I personally think that people should take competency tests before having a pet or, for that matter, before having a child (purely for the sake of the child or the pet) but then we get into the whole freedom of.... whatever... thing. "Big brother" determining who can do what. Just something that we have to deal with, our "freedom".
