Eh, cheapest that can deliver to spec. It's not like they're building F-22s out of tinfoil and plywood.

Being former Air Force you might have picked the worst example to justify your argument. The F-22 went way above budget because it kept breaking.

But yeah, the Raptor's got it's problems — but none are because it's built cheap to begin with.
