County won’t have ordinances pertaining to livestock. Look at the ordinances for the local municipality (i.e. township/borough) where the house is.

I'm not aware of a specific ordinance on livestock in Washington County, Pennsylvania. However, it's possible that there are zoning regulations or other laws that govern the keeping of livestock within the county. I recommend checking with the Washington County Planning Commission or the Washington County Board of Commissioners for more information on any specific regulations that may exist. Additionally, the Pennsylvania Department of Agriculture also has regulations and guidelines on Livestock issues, it might be worth looking into the state-level regulations that would apply to Washington County. You may also have deed restrictions, so I would check that first.

Just call Hanover Twp Municipal and ask. It is very common in most of PA that chickens are allowable however you would probably need more than 10 acres to have goats.
