They can not charge you for tires, put a sticker on it, and then have you come back for said tires...
could def need tires on PA roads with 20k miles. hit a pothole at 1 miles can drive 500 and need tires. PA roads suck, get an alignment twice a year imo.
but without seeing a pic of the tire turned out, so you can see inside and outside tread can't give ya a good idea

i live in schuylkill i spend most of my drive avoiding the big ones. PA roads suck, and $50 twice a year is better then 2-4 new tires every year

So if you bought the new tires, they would pass you and give you your new inspection sticker on the spot, even though they didn't have the tires in stock and would have to install them at a later date when they came in? Do I have that right?
Can't imagine any reputable mechanic would give you your new stickers if your car did not pass when it left the shop. My mechanic definitely won't do that.

yea running 18 and 19" tires at 200-300 a piece, $100 a year is worth it

I doubt anybody is going to be able to inspect your car same day. Guess you could call around and try to get lucky.
Could take it to a tire shop and have them inspect the tires in the parking lot. Like actually show you the gauge reading etc. and explain whether it passes or not. Which, by the way, you should have asked the original shop to explain in the first place if you didn't trust them.
