They will accept the paper renewal and enter it manually if the card is expired

All they have to do is enter the DL manually and it will show the DL as valid. An expired card simply wont scan. You do have to have and present the expired DL and the renewal paper. Just having one or the other isn't acceptable.

They know this. If they refuse they are playing prick games. Also the printed temp renewal paper has a QR or scan bar on it that should work as well.

If they do not serve you report the store and move on to another store.

Thanks. But I have never had an expired license, so I guess this doesn’t pertain to me. I guess I am lucky to always have a valid license
