I can't find anything that suggests what it might be. Last time I got one of those it was a flash flood warning and boy howdy, it happened right then. Lesson learned :if you are in Watkins Glen NY and it is absolutely pissing down rain, go ahead and leave.

I think that would come from a presidential alert on your phone or something similar (remember when the Trump Administration did a test of an emergency alert system few years ago in 2018? news article about that) and not the state police
