Pipes in RI don't rust quite like that because they are made of lead. Supposedly state has federal funds to replace them at some point.

The mains are cast iron so they do rust like that in older parts of the city especially, many are 100 years old. The service line in those same old parts of the city are likely lead. For the most part water like that happens after a disturbance like a hydrant being opened by the fire department.

Yes, had a hydrant replaced across street and it was nasty. It continued to be light yellow for over a week. Regarding service lines from main to house, the city will replace at no cost to home owner. This is from President Obama's legislation years ago.
