He doesn’t live in the district. He could move, but as it stands today he could not run for this seat.

His wife owns property in CD1 Newport so don't rule him out yet. The guy loves to run terrible campaigns.

As it stands today, he could run for the seat. According to the Constitutional requirements, he doesn't need to live in the district. It's up to the district's voters to decide whether they want to elect someone who lives in the state but not the district.
