I wouldn't say Avedisian has been great for RIPTA, but I doubt anyone at RIDOT knows what a bus is.

A leader implementing a wise vision of a 21st transit system he is not. But Avedesian has been great at maintaining the status quo of fairly clean safe buses running along century-old routes as on time as traffic and double parkers permit, without looting the place.
