Is it possible to do that if you don't have a library card? I live in mass and presumably can't get one

Library cards are for borrowing privileges. Anyone can go in to the PPL and look at materials and ask for assistance from the librarians.

Through the NewsBank database that I have access to through my local library, there is a full-image archive of the paper ProJo from 2017, or full text from 1980. I don't see any archive for pre-1980.
If you call either your library or one in Providence, they might be able to help you though...this is the funner part of their job.

Also using Newsbank, it looks like I can search articles (although not whole pages) from the projo from March 1974.
What's the exact date? Article title? Keywords? About?
However, I second the suggestion to ask the library as well.

The providence public library has scans of all of our issues. Or you can subscribe to an online news service called Newsbank.com, they also have copies of all the issues online.

RI state archives maybe?

Go to your local library in Massachusetts and ask them for help. They will contact Providence Public Library and pass on the information and relevant dates. PPL will scan the article and send it to your library and they will pass it on to you. If your library is not able to do this for you, contact PPL directly at info@provlib.org and politely ask for help. Include as much information you have about the article you are looking for. Libraries prefer working with other librarians, so definitely try your local library first.

Fortunately I was able to find an NTSB report(Im researching a plane that crashed in Swansea MA in 1974) which gave me a date. I was able to use newsbank through one of the libraries to find the article
Maleficent_Weird8613 t1_jee8fmv wrote
RI historical society library on Hope St in Providence has that.

Your best bet would probably be the Providence Public Library. https://www.provlib.org/subject-guides/microfilm-projo-research/
