99.9% of people received one in 2020 but if you moved, changed named, were a conjoined twin that got a detachment surgery, etc… you may have not gotten one.

All of these new accounts are just trolling subs pumping a bunch of nonsense. “I got a mail in ballot and didn’t ask for one” or “Dems are molesting kids” etc. down vote, ignore, and move on
