All of the DMV resources seem to talk over each other. After some research, I’m guessing the order is local VIN check, driver’s license, insurance, registration. I’m not very confident though.
Any advice would be great. Thank you!

Can't you do DL and registration all at the same time? Then you only need one trip to the DMV.

Thanks! Didn’t realize I could update insurance for RI without an in-state license. Don’t worry I won’t get a breach of contract, I still have my old place in MA for 1 more month. Slowly moving full-time to RI.
Yep, insurance companies don't really care about anything aside from your check clearing. You don't even have to own the vehicle to get insurance on it.

Yes, DMV have vision tests. They give it to you when you first get your drivers license.
You can't avoid it.

Well, I went today and it was successful. I don’t know why they made you do a vision test when you moved into the state. I just had to sign a form saying I have better than 20/40 vision that could be verified with a doctor. 20/40 vision is pretty bad tbh, so the roads are filled with 1) people who likely lied about their vision and 2) folks who truly have 20/40 vision but don’t need corrective lenses. This explains a lot about driving in RI.
Turns out it took 1 signature to avoid it.
VIN requires a title. If you are still paying off your car you need to convince your lienholder to give you a copy. Ours wasn't at first because the vin check isn't done at the DMV.

You need proof of insurance, and VIN check before you can get registration. Check with your agent for what they need in order to provide proof of insurance. Maybe nothing except the VIN you give them. You can get a drivers license without any of these other things.
I moved here about sixteen months ago, and when presenting my VIN check at the RMV the clerk told me they were no longer necessary. I’ve mentioned this before and been contradicted, so I have no idea if it really is necessary or not. Worth looking into, it might save you some time and money.

During Covid VIN checks were waived but that is no longer the case. A VIN check is currently required on all vehicles 2001 or newer with an out of state title.
Based on how people drive around here, I think the DMV just hands them out

Insurance does not require either a License or Vin Check.
Vin check doesn't require anything.
License just requires that you live here for 30 days and have some proof of residence.
I think insurance first.. because if you have moved and you didn't tell your insurance, they might consider that breach of contract, and they can cancel your insurance as the date of your move.
