Do you know if they can duplicate numbers on each plate design, or is that the only #0?

Design within the same class is independent from number. So your number would be 123•456 whether you have passenger wave, passenger lighthouse, etc.

I'm not sure if they would duplicate numbers across classes, like if there's a passenger 123•456 and also a commercial 123•456, but I wouldn't imagine so.

They wanna change it to one number completely. So no more town 123 passenger 123 etc.

They do. I got a bill for a toll on the GW in NY and it was a commercial plate where mine was a combination. Called EZ pass and disputed it. My car could barely make it to Boston never mind NYC

They do re-use numbers between classes. I was stopped in my work van and accused of a hit-and-run in NH because of a matching number on a passenger plate (mine is commercial).
