The east bay bike path is not lit itself but the light coming from the port across the bay keeps it from being pitch black.
But as others have suggested you are probably better off doing urban evening hikes for the winter. You can do a nice loop say starting near the Narragansett Brewery looping India point over the pedestrian bridge then back over the river at college st head up to brook over college hill or down benefit wickenden whatever. Grab a beer at the end.
Or do college hill with switchbacks so like start at Olney walk down benefit, up meeting then back across Pratt to Halsey then congdon stop at the park loop bacl down prospect back to Olney and the car. Things like that.
You can do Blackstone as a core and then do loops around the freeman plat to see other things, or head down to river dr. Things like this to add variety. When I used to run this was my winter strategy. Start at Blackstone and pick different loops to keep interest. Etc.
