Most should be open for you. I can only think of one or two that would be closed at that time. The one I can think of in downtown that is seasonal is the Smokehouse.

They'll be open but what a horrible time to be bar hopping. It's usually nasty still (weather).

Also, they don't have that same vibe you get in the summer/fall if that's what you're looking for.

Honestly not the time I would go to Newport. It will be grey and likely raining. Bars will be open but if you’re looking to party come after Memorial Day.

Foxwoods may be a better option. You can stay at a nearby hotel and take the shuttle. You can have dinner, gamble, and go to one of the bars/clubs there. If your staying the weekend return on Sunday to shop the outlets and have brunch.

Bars and restaurants are absolutely open. They will be slower or filled with mostly college kids if anything, but it will be fine. What kinds of places are you interested in going? More of a fancy/nice vibe, super casual, mid range? I can give you some recommendations based on what your group is like.

They are all open but who knows what the weather will be like and I believe that will make a big difference on the busy-ness

Absolutely open, and you'll get great service and lots of attention most likely. The weather might actually be nice, but either way, it's after St. Patrick's Day so everything will be open and you'll have a great time!
