Being an outsider, this really makes me wonder what the situation is with the HUD field offices, state agency, and lenders that is causing these "inefficient silos" mentioned in the article.

I've read that RI's housing situation is especially difficult, in part because there is so little investment on the affordable housing side.

RI is famous for its corruption and handing down appointments as favors or pay backs. Check out Crimetown podcast season 1. Basically the mafia went white collar over here.

Government in general is an inefficient silo. Remember when they spent over a million dollars to come up with " Rhode Island, Cooler Warmer"

I don't because I'm just now familiarizing myself with the state. Regardless I agree and am currently seeing why from the inside lol.
