The state owns it (since 1995) and has an obligation to serve the best interests of the community/state (though it doesn't always meet that expectation). As long as they get a fair price for it, I think they should give some consideration to community needs and what the space will be used for.

The state needs to work on lowering the cost of living in the state.

Adding more housing, in theory, should lower housing prices by making supply closer to demand, lowering the cost of living.

Cost of living is a complex issue and the state can't waive a wand, push a button, or pass a bill that will automatically lower it.

It can't be torn down...it's on the National registry now so it's protected. They COULD house the homeless there....
