Technically someone had to heat up the pizza to get it to that shape, and then froze it later, so it was still cooked first.
Unless it was simply assembled then frozen to be cooked later. If that is the case, you're on to something here.

It's probably assembled at near freezing temperatures to reduce the risk of bacterial contamination and then flash-frozen to reduce damage to the pizza during the freezing process.
So yeah, I don't think it would ever reach room temperature before arriving at the customer's house (or at least shouldn't have if all temperature controls were followed correctly)
