It can mean both shortly before or shortly after starting sex. When the term is used it normally just means “quicker than desired”.
I’m not sure how or why you are so definitive on there being no benefit. Most creatures do not engage in sex for a long time to get to the finish. In many instances it’s only a few seconds.
