December 31, 2029 lands on a Monday. So, the following day might start a new decade but it won't start a new week.

Depending on who you ask, Monday and Sunday are interchangeable as the start of the week.

But January 1st would be on a Tuesday, I think most people would disagree that moving from a monday to a tuesday would be the start of a new week

Except that the millennium rolls over at ...1. There was no year 0, the calendar starts on year 1, so unless the first millennium is only 999 years long, it ran from year 1 through 1000, with the second millennium starting with 1001.
