Either it already is or it never will be depending on your definition. Limestone is compressed millennia of biological stuffs, remains are literally everywhere. If you mean headstones and stuff, nah ,plots get re used and remains can be consolidated if not burned. "New" grave yards are not scaling with population.

We have other options rather than just burying our dead.

The entire world is already a graveyard. I doubt cemeteries will catch up though
