The pants are covered by law, so they don't need to be specified. At least that's what someone told me once.

Indecent exposure laws. They say your genitals have to be covered. However it's legal to be topless for both men and women. So places stipulate that you must wear a shirt.

Note: pants obviously include skirts, bathing suits, whatever.
