A big step in the right direction, albeit not perfect (no legislation is): "carbon dioxide emissions tariff on imports of polluting goods such as iron and steel, cement, fertilisers, aluminium and electricity. [...] Companies importing those goods into the EU will be required to buy certificates to cover their embedded CO2 emissions"

Fines become the cost of doing business, regulation should instead be focused on forcing emission compliance. Fines prevent no emissions, and those funds paid into by these fines usually do nothing to combat them either.

The EU has no ability to create regulations in other countries. I assume they hope that increasing the cost of business will convince manufacturers in other countries it is financially “worth it” to invest in cleaner manufacturing.
