The application status in my account was initially just, "Application Recieved." Now it updated to "Application Recieved, AGENCY NAME, and REQ. DATE JOB NO."

Does this mean someone from the agency has reviewed my app?

I don't think so. They'll run it thru the keyword search tool and get a list of passes, then a human looks at, as far as I understand.

It has been an issue sometimes that the HR people have a tighter filter than the hiring manager desires.

Not sure how to get around the human filter. It depends on the hiring manager, they really have to kick up a fuss sometimes to get the whole list of "meets minimum" candidates.

Thank for the insight! I made sure my all my responses had keywords from the job posting. How does the hiring landscape look right now for state workers?

Depends on the department and division, really, but overall there are a lot of positions open. I work for DOH and they have openings. Might have some MA5 positions open. Good luck!
