I don't think so. They'll run it thru the keyword search tool and get a list of passes, then a human looks at, as far as I understand.
It has been an issue sometimes that the HR people have a tighter filter than the hiring manager desires.
Not sure how to get around the human filter. It depends on the hiring manager, they really have to kick up a fuss sometimes to get the whole list of "meets minimum" candidates.

Depends on the department and division, really, but overall there are a lot of positions open. I work for DOH and they have openings. Might have some MA5 positions open. Good luck!
