First time buyer here, I've taken a look at local DOL guides and I'm a little confused on what to expect and go through exactly. I'm curious if anyone could help break the process down into laymen terms? I have vague idea but there are parts I'm unsure of and would like general opinion or tips on what to expect/do when buying directly from someone instead of a dealership.

you hand them money.. they sign the title and hand it to you with the keys and you drive away to the DOL to re register the car in your name.. if the seller is nice they can go with you.
if they dont have the title, then you meet at the DOL and get an affidavit of sale. you can also register the car on the spot.
you arent entitled to anything like if buying from a dealership. they dont have to give you your money back if you change your mind.. so check the car out before buying it. if it breaks down its on you to fix. there is no warranty.
also there will be taxes you have to pay.. this is not included in the sale price. even if you put zero on the receipt the DOL will ask for money. this is paid by you and not the seller.
i do believe washington state has passed a law saying the seller has to keep the licence plates.
too many people were buying cars and not registering them and getting tickets the seller has to pay for.
