When I first noticed these I figured the shed roof was to keep the sand dry and then started imagining the first time they tried scooping some up during a big freeze in the days before they had sheds. Go out there to find their wet sand has frozen like a rock.

Another Maltby resident on here! Snohomish county parcel maps places the hwy and this little parking lot together, so most likely it is a staging area for Wsdot for trucks, materials, equipment, etc.

It's an unused D.O.T. vehicle shed but homeless people where using it so the state uses "hostile architecture" and put a pile of gravel in it so they can't sleep comfortably or set up a tent inside of it.
