Hi - this is a brand new thing for WA state. It should be available through any of the IRS Free File options that include state returns. It's also available through VITA and probably AARP Tax-Aide, although I haven't confirmed that.

I am a VITA volunteer in the Seattle area and we are still learning about this credit.
