When casinos were legalized, they initially pitched a slot parlor for Worcester. It got bigger turnout than any city council meeting I've ever seen, filling the overflow room at the other end of the floor. It was almost entirely people against the move. I wouldn't foresee this going down without massive public outcry.

When has public outcry ever been a metric the City listens to?

They also listened when people were against the renaming of Plantation street. If there are enough people against something that it causes people to speak out, then reps do listen to their constituents.
