most apartments would be really noisy without carpet. The sage might not have carpet in the bedrm? just a guess since it’s new

Agree. It has to do with cutting down noise from the bedrooms above/below you. Its one thing to have floor noise in the living spaces, but to have it in the sleeping space is too much. Most likely a VA building code for apartments.

not in Crystal City or Pentagon Row but I am in an apartment in Arlington and there's no carpet anywhere in my place. I sure hope no one reports it for being out of code 😂

Try asking specifically “do any ground floor apartments have rooms without carpet?” And/or “do you have any accessible rooms without carpet?” (The second question if you have allergies or other strong reason to need flooring)

Two I recall from apartment hunting last year: The Lofts 590 have poured concrete floors at least on the ground floor. The Millennium has some apartments with carpet and others with (faux?) wood floors. The wood/panel floor apartments do tend to cost a little more.
