weird stuff going on in courthouse / 21st street…

At approximately 5:10 pm (Nov 12), I was walking my dog along the 21st bridge towards N Courthouse street. A man was parked in his car and masturbating lewdly with his windows down in BROAD DAYLIGHT in a high-foot traffic area.

When he noticed I saw him and attempted to write his license plate, he fled. He was driving an old dark grey Toyota Prius with the front bumper missing. His rear tags were temporary Maryland tags that start with a T.

If anyone sees this car, please report it to the police and try to get his full license plate. I am absolutely disgusted by this man’s perversion. This is a busy area and his behavior shows he WANTED to be seen. I know there’s a lot of kids in this neighborhood and a school nearby, so I truly hope he does not return.

The 21st street bridge has been sketchy lately. Two cars are sitting abandoned with their windows smashed. And now this. Does anyone know if there’s cameras in the area?

Yes I reported it to the police immediately. He was so conspicuous I figured he’d do something nasty in public again and wanted to flag it for the community

I walked down the bridge once and thought I saw something weird in my peripheral and my heart sank. I waited a few minutes before turning around to double check. The weird this is 4 people walked down the bridge after me and no one else said or reported anything? When I turned around to double check and get his information, the dude was still at it…. so disgusting. I think he got scared cus I was the only passerby who did a double take and tried to write his plate down. That’s when he fled.
