Always. I went to a small village with my brother and mom a couple years ago. They had a bunch of shops so we were going to each one. Met an adorable chunky black cat outside one of them, of course loved on him, and he then followed us all over the village, waiting outside each shop for more attention. He was obviously someone's cat or I would've taken him home in a second.
