I find this is specifically true if the air is very dry. I think they know if they are touching you when they get pets, they wont get shocked as bad. Especially with my long hair kitty, I have to use my non pet hand to hold her, so she wont get zapped every time I pet her... but of course, the second I stop petting her, she pokes me with her claws.
