There has been a very loud siren (not police siren, something else) and then a loud voice over a loudspeaker in Hampden for the last 10 minutes, but I can't understand what the voice is saying. Does anybody know what this is for?

Was it a weird Wee Woo siren? I heard it in Waverly, but it's not the first time I heard it. It was unlike anything I've heard from Baltimore's emergency vehicles
