Tindeco Wharf is a little more economical than some of the newer buildings in Canton, but it has a pool.
Horizon House (is it still called that?) on Calvert in Mt Vernon has a cool rooftop pool. It’s not swanky but it has a pretty view of the old prison building which is some cool architecture.
The neighborhood is decent, old. It was gentrified/revitalized about 20 years ago, it’s a decent mix of Baltimore in a central area.

Wait. To make this easier— any “luxury” class A rental complex built in the last 5 - 10 years.
Basically many of the high rise buildings are likely to have a pool.
The Carlisle on W. University Pkwy has a pool on the roof.
Apartments.com has a filter for buildings with pools. I suspect many other similar sites/apps do as well.

I lived there for 3 years in the early 10s. It was one of the best homes I’ve had in my young adult life. The time period in general was great, but I loved my apt (utilities included), that rooftop pool, and the fact that The Prime Rib was a literal elevator ride down stairs. I spent A LOT of money there then lol.
Ha I was there about the same time 2012-2014. It was a fun place in my 20’s, although twice, in front of the building, I had 2 different people who literally just got out of the jail on the other side of 83 ask for directions.
A funny? sad? memory was when guy ask for directions to Ellicott City, on foot! He had a plastic bag with (I guess was) whatever he had on him whenever he went to jail. I started giving driving directions and he said he was walking, said he just got out of jail. I tried to tell him that’s just not really possible and told him maybe by bus, even offered fare, and he got frustrated with me, and finally just asked me to point him in the direction of EC. Literally pointed and that’s whatever adventure that dude embarked on that evening.
You did the right thing. I need that dudes story now ha

I grew up locally in Timonium (where ‘pool season’ is an actual season) and spent my 30s in the ‘traditional’ downtown Baltimore CBD in buildings with pools as described. The advice given above is spot on. Currently live in downtown Towson and there are a half-dozen great options I’d be willing to recommend via PM but not trying to give away my specific location. This is my opinion and mine only, but unless you’re stuck on Baltimore, forget Harbor East/Canton/Federal Hill. May as well move to DC or NYC if that’s what you really want. Price difference for a higher-end studio or small 1br (based on what I think OP is describing) would be negligible.
ReNew Mt Vernon is actually in Bolton Hill but they have a ground floor pool in the courtyard. Management sucks but for the most part the people who live there are really friendly. When I was there a few years back they had a lower price point than any other place listed so far.

All these buildings have pools and are in a great neighborhood. Oddly enough, they're all within a block of each other. 500 Park Ave is new construction, if that matters. Good luck with the search!
