Is there a reason you want this person to go to Baltimore versus any other place in the country (or globe, idk what scale you're talking)?

Just the USA for now. Maybe Mexico if we get lucky.

I picked Baltimore due to the fact it's closest to his location and will seem like an easy trip. It's complex and due to it being a US-based Nigerian scammer, I'm not too comfortable with sharing everything for fear he might come through here searching.
