I haven't received my paper bill in the mail yet, but I was checking online the other night to see what I owed and it said something like -$27 and change, which I'd never seen before but figured it was some credit of overpayment over the last year (my bill is usually around $100-$115).

I just checked again online and it's now saying that the current balance due is $74.23, which I suppose tracks if they were attempting to credit my account $27 before the new bill came due? I have no idea why it's less, but I'll take it

I'm a little concerned that my water bill has been exactly the same to the fraction of a gallon for the last couple of months. Obviously, it's being estimated, but I'm not looking forward to whenever it gets reconciled to the actual value.

Water is billed in units of CCF, not gallons. If your usage is pretty stable, it's normal to come out the same most months.

For what it's worth, on the paper bill in the column directly adjacent to the column marked "Total CCF" there's a column marked "Total GAL".
