Ft. Meade is east, so you want to be no further west than 95. I would say Fed Hill/Harbor East only so you don't need to deal with the tunnel. Also because you can use surface streets to get around if traffic gets really bad.

For example, I'm between 95 and 70/29. But I can use Rt. 1 to get home if traffic is awful.

East of where? Ft. Meade is south west of Locust Point and Fells/Canton.

Ft. Meade is off of 295. So when you exit, you go east
