Got fined for making a 311 report??? I use the app and haven't really been asked any personal questions enough to be sent a fine, that's fucking ridiculous

I'm the de facto block captain for my block. I was volunteered into the role by my older neighbors. I don't have kid so I guess they think I have free time. I escalated complaints about trash pick up skipping our block. I put my name and email in the 311 request. Immediately fined. AND fined again when I complained about being fined. The system is corrupt.
