I’m looking for nice-ish but lowkey place that would be good for someone who is easily overstimulated by noise and lights. Bonus if there’s pescatarian and gluten free options! If there’s a stellar place outside of FP I’m open to it.

Charleston is stellar and not far outside of Fells. Cost is $$$$, though. It definitely meets the low key requirement.

100% one eyed mikes. Quiet, low lights, with an intimate atmosphere, especially in the dining room (they have a bar and patio.) I would check out their menu before, as it is on the smaller side.
Edit: not sure about GF. I recall there being a few seafood options.

Alexander's Tavern has a specifically GF menu. Their dining room can be loud just from conversation echoes since it's brick, but they don't have TVs blaring or anything.

I vote for Peter's Inn, but as some people have commented, it's not totally quiet. However, I have never found it to be super loud either (although to be fair I don't have sensory issues).
Duck Duck Goose is usually nice and calm atmosphere, but beware that the food is stupidly overpriced.
Outside the city there is Lib's Grill (my all time favorite place) that has locations in Perry Hall and I think Belair. On weekend nights its super loud and crowded, but during the day it's very low-key and quiet and nice. Good for a quiet, tasty brunch. And they do have several gluten free options.

I am also sensitive to light and sound. I have recently discovered that wearing earplugs most places outside my home has greatly improved my quality of life. It’s also significantly decreased the frequency of headaches I get.

I haven't been myself, but Le Comptoir du Vin in Station North could potentially be a lot of fun! It's a small restaurant with a rotating menu (however, they're kind of inflexible for dietary substitutions). My friends did enjoy the food and experience a lot!
On the other hand, I was treated to a great dinner at Cookhouse earlier this year. We went late in the evening, but the restaurant was comfortably dark and not too noisy. Their current menu seems to have a number of gluten free entrees! Pricy, but a nice flex for an anniversary dinner.
