IMO power plant is a weird corporate bar space of baltimore that’s only worth going to if you are seeing a show at rams head.
York road in towson by the circle has 5-6 bars. Light street and the surrounding blocks. Start at the admiral in fells and wander around from there. Not totally sure where the Hopkins and Loyola students party.

Pbr is one of thr few bars I really enjoy because they have outdoor drinking areas but yeah agreed.
