Yeah but we also need tourists to come here and spend money, we need taxpayers to move here, entrepreneurs to come here and open up new businesses, etc etc.

You don't need entrepreneurs to move here, you need to make funding and venues accessible to the entrepreneurs already here. Entrepreneurs aren't some magical other that live elsewhere.

I agree and by "come here" I meant open businesses in the city, not literally move here.
