If you’re going to consider shake shack good, then places like CFA, Chipotle, Corner Bakery, Kabul, Attman’s, Asian Fusion, and the little halal cart by powerplant can be considered good to someone. I don’t know this guys budget or what him and his date like.

Good doesn't equate to good for a date. I respect the idea of Ice Skating as a first date activity but for food I'd recommend venturing into Fells or Fed Hill.
