For starters, Baltimore Police do not investigate hit and runs without uniquely identifiable striking vehicle information and a clear description of the driver. People know this and know they have a strong chance of facing no repercussions if they flee.

The usual reason for a hit and run is that punishment would be more severe if they stayed. Like if they're impaired driving etc.

Or their car is unregistered, they don't have a valid license, or if they simply think they can get out fast enough that they can get away with it

I'm also thinking of an increase in folks driving without insurance too. In addition to what others have mentioned.
