This was my first thought, too. I LOVE my public library!
But we have to consider that some people may not have access to a local public library. Or that they may not be able to get there for one reason or another. That said, if there IS a library nearby, perhaps that library has home delivery services. Not all do but some do. If I understand correctly, a borrower probably needs to “qualify” to be eligible and the qualifications will vary by the library. Anyway, it’s something to consider.
Additionally, I plugged “netflix for books” into search and came up with a few alternatives. Whether they are good or viable or reputable, I don’t know, but it couldn’t hurt to take a look.

Libby is the library app in the USA. If you are not in the USA check your local library service for their e-book service.
Kindle unlimited is the Amazon option.

I assume that sadly you must live in a “library desert”. The library systems in the part of the country where I am from in the US are the opposite of what you described.
