What you have described are common synthoms of dyslexia but that are also applicable to other neurodivergent conditions . I suggest you see a specialist that can give you a proper diagnosis. After that there are tons of strategies you can apply , for example using an ebook with certain type of fonts and spacing. I've experienced remarkable results with the kids I work with with some of these relatively simple tricks, without more details it's difficult for me to suggest something specific thought . EDIT: as others pointed out he could also be simply a vision problem , a good psychologist will also test that thought so my advice still stands.
