I would assume it would be on a letterhead and the signature looks really weak too. Usually, they have their name and some other info under it.

I mean, the spacing with the 6 1 7 is strange too. Some spelling and grammar things too.

A lot of red flags

I did find other examples of revocation letters and it looks like the same basic letterhead format.
